Quality cost is largely about the cost of unquality in the form of waste. Crosby (1979) told America that quality was free, but few listened then.
The way to use the cost of unquality is to measure activities which include waste and watch the cost of the activity reduce as quality is put first. The cost of unquality is a smaller-the-better measure.
Note that cost is the result of an active constraint that keeps us from reducing cost. Note also that ISO 9000 and ISO 14000 are constraints. Are they active constraints which keep us from reducing costs? Do they contribute to the cost of unquality? If so, how can we keep them from being active?
